SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services. The eligible list from this Class Based Test (CBT) announcement will be used to fill future vacancies in this class and specialty for the duration of the eligible list. Under direction, the Hazardous Materials / Hazardous or Medical Waste Senior Environmental Health Inspector conducts complex and difficult inspections and surveillance of dwellings, business establishments, facilities, construction/demolition projects, industrial plants, hazardous materials and waste sites, medical providers and laboratories, and other areas in order to rectify violations and enforce established regulations. May supervise Environmental Health Inspectors and other support staff engaged in enforcing the provisions of federal, state and local ordinances and laws pertaining to health, safety and environmental hazards. May supervise a team of Environmental Health Inspectors assigned to a district engaged in the enforcement of the provisions of various codes, orders, ordinances and laws pertaining to health, safety, environmental hazards or conditions; enforces local health, housing, and noise ordinances and codes; state health and safety codes as delegated to the local agency or the local Certified Unified Program Agency (CUPA). Conducts routine inspections and investigations of hazardous materials and waste facilities, contaminated properties or development projects subject to investigation, mitigation, or remediation, or dust generating construction/demolition projects to determine compliance with applicable codes, laws and regulations; conducts field tests and acquires samples for laboratory analysis; manages an inspectional district of assigned facilities. Issues violations and orders corrective actions; drafts complaints for the purpose of administering administrative civil penalties. Reviews plans and applications for the installation, repair/upgrade and/or closure of underground storage tanks; reviews and processes documents submitted in the California Environmental Reporting System (CERS). Prepares technical, specialized reports and program plans by gathering and compiling statistical and other supporting data; and provides information and education to the public, business owners and operators and/or their agents regarding proper hazardous materials and waste management, and medical waste management. May have specialized program responsibility on a countywide basis in areas such as industrial hygiene, noise abatement, environmental hazards, institutional inspections, hazardous/medical waste, underground storage tanks, aboveground petroleum storage tanks, and site assessment, mitigation and remediation. Facilitates and oversees removal of hazardous waste. Oversees site assessment and mitigation or clean up cases involving mitigation, remediation, or proper sampling of chemical contaminants in soil, soil vapor or groundwater. Reviews and approves technical work plans and reports for site assessment and mitigation or clean up cases, which involve reviewing and evaluating data from collected soil, soil vapor, and groundwater samples with respect to applicable local, state, and federal environmental risk management criteria. Attends meetings, educational conferences, and makes environmental health presentations to businesses, government agencies, colleagues, and other groups. Prepares legal notices of violations; issues citations and prepares cases for hearings; testifies as a witness in court litigation; performs duties related to the issuance, denial, suspension and revocation of permits. Interprets environmental health code provisions; coordinates environmental health requirements with other departments and bureaus.
